Texas Voting

There is a new subdivision on the outskirts of Austin, Texas called Avery Ranch.

In order to build & maintain new roads, the county has to create "road districts" to allocate funds as a taxing authority. All of the residents that reside within that designated area must vote to approve the creation of the new road district.  As it turns out, ~80 year old Mr. Avery is the only resident living on his ~1600 acre ranch therefore is the ONLY person that can legally vote!.

He's already sold the land to a house building company to develop so I think we can safely predict the outcome of the vote; and it is all perfectly legal under state & county property laws that there can be this type of vote with only one voter.
